PHILIPPINE CHARITY SWEEPSTAKES OFFICE: THE BEGINNING

Lotteries and sweepstakes draws started as early as 1833 in the Philippines under the Spanish regime. It is held in auspices of private enterprises called Empresa de Reales Loteria Espanolas de Filipinas to generate more revenue. Even, Dr. Jose Rizal, our own national hero, won in the lottery and he donated his winnings to an educational project.

When the Philippine Revolution started, loteria was forced to stop its operations. And it was not until in the early 1930’s when the idea of holding lottery games were revived. In 1932, the first lottery draw began to raise funds to support sport activities for the Philippine youth under Philippine Amateur Athletic Federation (PAAF) - the first beneficiary.

Instead of setting limitations, the Philippine Legislators thought of institutionalizing the Sweepstakes as a new venture in raising funds for promotion of public health and general welfare.

During Quezon’s regime, the Philippine government agreed to continue lottery games since the first draw was successful but this time in favor of Philippine Anti-Tuberculosis Society, now Philippines Tuberculosis Society (PTS). The draws were held under the auspices of an organization called National Charity Sweepstakes. In March 1935, a law was approved and passed by the Philippine Legislature in October creating the Philippine Charity Sweepstakes replacing the then National Charity Sweepstakes.

Under this law, the new organization was authorized to secure from the National Treasury a loan amounting to P250, 000.00, which is the minimum amount required for organizing the office and printing the tickets for the draw.

Needless to say, the loan was paid back in two months after it’s first Sweepstakes draw and shortly after the note was signed, profit from sales start pouring in. The Lottery draws and Sweepstakes found acceptance among the Filipino people; its humanitarian mission won the public trust and support. Among the beneficiaries are:

1. Philippine Amateur Athletic Federation (PAAF)

2. Philippine Tuberculosis Society (PTS)

3. National Federation of women’s clubs

4. Association de Damas de Filipinas

5. Gota de Leche

6. Associate of Manila and the Provinces

7. Philippine Council of Boy Scouts of America

8. Asilo Para Invalidos de los Veteranos de la Revolucion

9. Child Welfare Center and other institutions and organizations engaged in charitable and health work, or for the improvement of the conditions of the indigent Filipino masses

In 1954, a law was passed providing charity sweepstakes and lotteries once a month when there are no Sweepstakes draws and race.

Up until now, the PCSO remained to be an indispensable charity arm of the Philippine government to provide for funding for essential health and welfare activities and projects nationwide.

Who’ll be the next MILLIONAIRE?

It’s been almost 6 months since the bettor from Luzon wins P741-million Grand Lotto 6/55 jackpot, the biggest in the country’s history. It took 86 draws before a bettor won the jackpot (which I heard is a balikbayan); it seems the Lottery Gods must have smiled on Monday night because someone beat the 1-in-29 million odds, a feat that had proved elusive for at least six months since this streak began.

It seems another life will change this coming Saturday when Lotto’s pot will boom up to P315 million since no one grab the pot last Wednesday night.

“No winner yet in the Grand lotto and the estimate grand prize for the next draw on Saturday would be about P315 million,” according to Liza Gabuyo, Assistant General Manager of On Line Lottery Department of PCSO.

The previous biggest jackpot was posted in February 2009, when the pot for the 6/49 Super Lotto game reached P347 million. Two lucky bettors picked the same combination to split the top prize.

I found out, however, that it was physically impossible to beat the odds by repeatedly writing different six-number combinations. The fastest I could write was ten six-number combinations per minute or the equivalent of 14,400 per 24-hour day. Thus, in the next 60-hours between 8am of Friday and 8pm of Sunday, assuming it were possible to fill up lotto tickets non-stop, I would be buying a maximum of 36,000 tickets at P720,000. At that rate, winning would still be as remote as a lightning hit.

Now you know why you don’t know of anybody who has won the 6/49 Philippine Charity Sweepstakes Office (PCSO) lotto draw. All we have are press releases from the PCSO announcing that an anonymous carpenter, a dishwasher or a driver has won this or that draw. Of course, no jackpot winner in his right mind would love to be publicly identified.

But what if we are only made to believe that a true winner has claimed the prize? What if there really exists a high-level syndicate within the PCSO that rakes in the windfall?

I asked those questions in the light of the experience of a supposedly jackpot winner, the story of Calito Milando, the poor salesman who supposedly a jackpot winner from Dingsalan, Aurora – who’s winning ticket was dishonored for being” fake”. It deserves an update, lest it would be completely forgotten.

Ducayag wrote that, early that day, Mirando, a lumber salesman, went to a lotto ticket outlet at ACT theater in Cubao, Quezon City and bought a ticket – then costing ten pesos – betting on the combination 15-22-23-24-34-36.

The following day, he read the newspaper that his ticket had won. He walked back to the ACT lotto outlet and showed his winning ticket to the lady teller, who immediately inserted the ticket to the computerized machine verifier. The computer screen flashed the words, “Congratulations for winning the jackpot prize!”

On March 18, 1996, Mirando – clad in t-shirt, short pants and slippers, hence looking every inch like a tramp – showed up at the PCSO office on San Marcelino St., Manila. No less than then PCSO Chairman Manuel Morato met him at the reception room and got hold of his ticket. Morato excused himself to go to his office. An hour passed before he re-emerged. He returned the ticket, telling Mirando that it’s a counterfeit, and that somebody else, a driver from Lipa City, had bagged the jackpot.

To appease him, a PCSO legal counsel, Atty. Romualdo Quiñones, advised him to stop arguing with the chairman and go to court instead.

Before going to court, Mirando sought the help of Department of Justice (DOJ) State Prosecutor Teresita Domingo and Judge Luisito Cortez of the Municipal Trial Court of Plaridel, Bulacan. They arranged for Mirando to meet with Morato at Sulo Restaurant, Quezon City, with the end view of settling the problem out of court. But Morato did not show up.

Consequently, with the financial support of sympathetic lumber dealers, Mirando filed a case for damages and for payment of P120-million prize against PCSO and chairman Morato on September 1, 2000 before Judge Thelma Ponferrada of the Regional Trial Court Branch 215, Quezon City.

One of the witnesses for the plaintiff, Edwin Alibuyog of the Philippine Gaming Management Corporation (the exclusive supplier of lotto ticket-dispensing computers, including the one assigned to ACT outlet), vouched for the authenticity of Mirando’s ticket.

Surprisingly, when the court sought the ACT outlet teller for her testimony, she was no longer at her post. In fact, the outlet itself had suddenly moved out without prior notice.

Nevertheless, Alibuyog debunked the assertion of Morato that somebody other than Mirando had won the P120-million, March 9, 1996 jackpot. Morato’s purported winner, a jeepney driver from Lipa City, could not have won because the outlet from where he had allegedly bought his ticket, Zenco Sales on Libertad St., Pasay City, started operating only on April 28, 1996 – more than six weeks after the March 9 draw.

While this case was pending in court, Carlito Mirando Jr. had to move from a friend’s house to another’s due to threats to his life. There was a time when, at the business address of a lumber dealer in Cabanatuan City, a group of armed men came looking for him.

The reporter of People’s Tonight who first exposed the Mirando misfortune, Janet Ducayag, testified that Morato had warned him not to testify for Mirando. But she did, saying that unidentified men had strafed her car while parking on Del Pan, Port Area, and Manila. Fortunately, she was not inside.

This writer has also repeatedly questioned the credibility of lotto draws. In this corner last month, I echoed the opinion of Pangasinan Archbishop Oscar Cruz that there must be some hidden political agenda behind the massive promotion of lotto – aimed at luring the gullible to bet their bottom peso – in the light of renewed calls for charter change, which could open opportunity for the President to extend her term beyond 2010. Cruz is among the political analysts who believe that PCSO and PAGCOR money have been “effective” in the House as far as frustrating efforts to impeach GMA is concerned.

In response, a reader e-mailed me what I had not yet known: that Mirando had lost his case; it was dismissed by the RTC on April 27, 2005, sustaining Morato’s claim that Mirando’s ticket was fake.

On March 30, 2006, Carlito L. Mirando, Jr. appealed before the Court of Appeals, docketed as CA-GR CY No. 86399, assigning errors to the RTC’s decision.

Mirando, now 60 years old, still clings to the hope that, eventually, the Court of Appeals would reverse the lower court’s decision. But never again will he bet on lotto.

Poor Calito, he suffered so much from the hands of this wicked closet queen who still doesn’t want to come out of his shell and proudly say to the world that “I AM GAY!”

If only Calito made the bet during the time of Margie Juico, it would not happen. Maybe right now he enjoys his fortunes together with his wife and kids in Hong Kong Disneyland or in Las Vegas.

But come to think of it, Calito and Margie has the same common denominator- Manoling Morato. What I could suggest to Calito is to seek assistance from Margie to end his agony to this OLD F***** WITCH.

..a tale of a successful homosexual...

ALCATRAZ in the Philippines?!

I was watching an old movie yesterday; actually it was my sister’s collection. She is fond of collecting old movies especially with her favorite actor, Clint Eastwood. I also love watching old movies; I find it more interesting than the recent flicks. “Escape from Alcatraz” is the title of the movie and it was released in 1979 in 815 theaters in US. Frank Morris played by Clint Eastwood is a cunning bank robber who determines to be the first to escape from Alcatraz prison which is supposedly escape-proof.  Actually, this is not the first time I’ve watched movies like these, but there’s something in this movie that really got my interest. I’ve read last Monday that Senator Juan Miguel Zubiri proposed that the “New Bilibid Prison” (NBP) be sold and build a modernized and well-secured facility in an isolated island like Alcatraz. He pointed out that high profile inmates enjoy VIP treatment and their not afraid to go in and out whenever they want. As for our fellow countrymen, they will inhibit or refrain from committing crimes since their family will not be able to visit them if in case the proposal will push through. I strongly believe that if this proposal will be implemented, not only heinous crimes and criminals will be stopped but it will also start economic recovery for country since foreign investors will start coming in. As I continue watching the movie, I was very impressed with how accurate the movie mirrored what my sense of prison life and the escape would be like based on my impressions of the prison and the island. The lack of action per se perfectly captures the actual mood of the prison, where boredom reigned, and I thought the film balanced this well with an entertaining cast of characters and well-timed action. Eastwood's silently intense attitude was a good fit for the role and the drama and atmosphere of the escape scene was done perfectly. I just hope that if ever the “Alcatraz” proposal will push through... No one should ever escape from Alcatraz…And no one ever will!

Lo Pasado, Pasado Está (Let bygones be bygones)

Santissima ! Que Horror!!!

Los Que Piensan Que Se Quedarán Famoso y Rico: Unang Yugto

Habang nagsu-subaru ako sa Starbucks with my fave Strawberry frap at ka-chat ang aking mga amiga.., may nag-tweet sa akin about Manoling Morato … the ever famous and scandalous personality in town!

Salamat.

IT'S OVER NOW ... OR IS IT?

The first time I saw his face on television, I knew this guy could be the next President of our country. This is why I was disappointed when I knew he did not pursue his candidacy last year. And now, after hearing the news about the break-up, I feel totally sad.

Chiz Escudero had parted ways with wife Christine Flores.

I would like to believe that this may only be a trial for the couple. Or so I wish, maybe. I hope and pray, and hope again, that Chiz will win her back.

They met in 1995 while Tintin was singing at the lounge of Sulo Hotel, He was new lawyer then, working at Quezon City Hall. He and his friends would drop by after work, and that's when their love story began.

It's been 10 years, full of love and blessings, they been gifted with  fraternal twins last October 2007 after Christine suffered from ectopic pregnancy a year after they got married.

There are speculations that their marriage was having trouble as far back as two years ago. Some pointed to possible political  opponents as the culprit for spreading these nasty rumors. The purpose, of course, was to discredit him.

Chiz was even linked to Kris Aquino! But even after the elections, the rumors persisted. This time, Mrs. Escudero was being linked to a member of an all-male dance group.

There is dignity in quietness and so I have to credit the couple for remaining quiet. This is, after all, an oh-so-personal issue.

With all the recognitions and awards that Senator Escudero has received, with his selfless dedication to our country resulting to significant contributions for the welfare of his countrymen, with vast potential awaiting Chiz for the future ... I sincerely hope that this challenge will be surpassed with flying colors.

Knowing Chiz Escudero, this is not at all impossible.

Ang Sinapit ng Kapatid Ko!

Nung July 16, 1990, ayon sa kwento ng eldest sister ko which at that time she was a grade six student, nayanig at natrauma ang pagkatao niya…

Naisip mo ba to Ka  Manoling?

Sagot!!!

Part 1

.,.After 16 hours working straight in our office, thanks God I’m now on my way  home. As I check for another stick of “yosi” in my pouch, I saw the piece of the movie ticket I watch last Saturday and I just throw it while I’m crossing Megamall…

“It’s freakin’ hot talaga while struggling to be ahead of those people eager to go home.
Sa kakamadali ko I forgot wrong way pala ako..Tsk.Tsk.Tsk”

So I was traveling in QC, napadaan ako sa Quezon Institute at naalala ko naman ang away nina Morato at Juico. Both of them iisa ang common denominator,  ang PCSO.

Totoo ba Manoling?

CENTER ng intriga ang Philippine Charity Sweepstakes Office.
Bakit?
Sabi nga, may motives. Hehehe!
Life Improvement and Health Development (C.H.I.L.D)  House Project or Child House.
Question - Ano ang papel ni  Manoling?
Ano sa palagay ninyo madlang people ?
Abangan.
Ang utos ni Rep. Haresco

Lotto winner loses winnings to Morato?

LATELY, the Philippine Charity Sweepstakes Office (PCSO) has been in the center of controversy.
The issue has something to do with the plan of new PCSO leadership under Chairperson Margie Juico to transfer its office from the Quezon Institute compound to Philippine International Convention Center (PICC) complex in Pasay city.
Unfortunately, this simple plan was tainted with controversy when some groups opposed to the transfer suddenly raised the issue of the plight of cancer-stricken children who are being attended to at the Child House, a halfway house located inside the QI compound and was founded by beauty consultant Ricky Reyes.
The critics led by former PCSO Chairman and Director Manoling Morato made it appear that PCSO’s transfer would drastically affect the operation of Child House although Juico has repeatedly stressed that they would continue their usual support to the foundation.
At first glance, it would appear that Manoling could indeed be concerned with the welfare of the children but a second hard look would show that he could be just using the issue to propel his own agenda of hitting back at Juico.
It is an open secret that Juico and Morato have been at odds against each other after the former expressed her desire to run after the latter and make him explain about the scandalous and anomalous transactions that he entered into when he was still the top honcho of the PCSO.
She was also asking why there were millions of pesos worth of donations that were given to the Philippine Tuberculosis Society Inc. (PTSI) allegedly on his own behest
With these underlying issues, it is no surprise that Morato would resort to the so-called squid tactics just to muddle the real issue.
But is Morato really that kind-hearted and caring as he wants the public to believe ? I’m sorry to disappoint many of his supporters but the answer is no.
The fact is he has been embroiled in so many controversies and anomalous deals in the past and there are enough reasons to believe that most of the time “ he could be talking one thing and doing the opposite of the same”.
Take for example the case of Calito Mirando Jr. of Dingalan , Aurora who despite winning the jackpot of P120,163,123.00 with the combination of 15-22-23-24-34-36 on Marso 9,1996 remains as poor as a rat right now.
It was because Morato refused to hand over to him the winnings after declaring that the ticket he bought was a counterfeit.
Records of the case showed that Mirando bought his winning ticket worth P10.00 back then at a lotto outlet located in ACT Theater in Cubao.
A day after buying the ticket, Mirando went back to the same outlet where the machine verifier confirmed his winnings when it flashed in its monitor the words “congratulations for winning the jackpot prize”.
Mirando let a week passed or exactly on March 18, 1996 before he went to the former PCSO head office in San Marcelino st. Manila to claim his winnings. There he was met personally by  then PCSO Chairman Morato who subsequently checked his ticket alone inside his office.
But Mirando’s hope of good life suddenly vanished into thin air when Morato emerged from his office after an hour and declared that the ticket of Mirando was a fake and the real winner allegedly was a driver from lipa city.
Despite his protests, he went home a dejected and disgusted man until some well-meaning friends helped him in filing a case before the QC RTC Branch 215 of Judge Thelma Ponferada..
During the trial, several key witnesses testified that the ticket was genuine among them Edwin Alibuyog of Philippine Gaming Management Corp( exclusive supplier of lotto-dispensing computers) but just the same, he lost the case for obvious reasons that he did not have the same logistics as Morato had.
At present Mirando is now in his sixties, and the case is under appeal at the Court of Appeals still clinging to that faint hope that his life would eventually change once the court rules in his favor.
But with Morato as his opponent , I doubt if he could ever win and get what is due him.

Kilalanin: Ang PCSO noon, ang PCSO ngayon By: Manuel L. Morató Part 2

From then on, our relationship soured. Although on my part I did not bear any grudge against Margie because of family relationships, as I know her family - we are magkababayan, from Quezon Province, most particularly from the same hometown of her Lola, Dona Cenona, a close lifetime friend of my parents in Calauag, Quezon; although Margie’s immediate family lived in the barrio of Guinyangan, some eleven kilometers away. Margie started calling me a dictator. She is right – pag loko-loko ang kaharap ko. But modesty aside, I have a most forgiving heart, not vengeful (or much less, vindictive). I easily and totally forget my anger, and never dwell on it. But did she have to make it a special mission to see to it that I was dismissed first before she steps into the PCSO? The information got to me from a member of the Search Committee.
I did not go to the PCSO that Monday she took over. I was told Margie gave a short speech that she read at the flag ceremony; and I learned that she caused my immediate removal from the PCSO through the “Search Committee”. She saw to it that I was the first to be removed. It was all right with me for I never asked for my PCSO directorship from President Gloria. On March 5, 2004, I just received a faxed message from the President appointing me Director to replace Alcuaz or Chavez, I don’t even recall. I was not even informed before hand.
The same thing happened on January 21, 1994 when President Ramos woke me up at 6 A.M. to tell me to take over the PCSO “immediately” from Mita Pardo de Tavera who was then the Chairman, while Margie was one of her Directors. I turned down the offer, but President Ramos got angry with me for my not wanting to help him. I told him to give me two days to think about it for I really never wanted to go back to government service after my six year stint as Chairman of MTRCB under President Cory. I was traumatized in that office, maligned, insulted, rallied against and called all names by the group of Armida Siguion Reyna. It was the craziest industry at the time, producing pornographic films such as “penekulas”, “bomba films” and truly violent movies – all contrary to law, PD 1986 and the Revised Penal Code. But I did my job and fought the film industry tooth and nail until I was able to control the public exhibition of smut films within the first two years of my six year term.
Honestly, I never wanted any public office thereafter as I dedicated my time in taking care of my widowed mother who needed me beside her. There was no way I could let her down. But in the two days I asked President Ramos for time to think it over, the truth is, I asked my mother’s permission if she would allow me to accept President Ramos’ request. She was pensive for awhile but then told me: “Hijo, help the President.” That’s when I accepted. The rest is history, what with Lotto controversy with hearings one after another in Congress and in the Senate. It was like being thrown to the wolves for my first year and a half, coupled with hearings in the Supreme Court filed against the Lotto by former Senator Jovito Salonga of Kilosbayan. But in 1995, we finally won the case.
Margie knows all these, for she was one of my Directors, plus General Abraham Manuel, Atty. Bobby Yuseco and Mel Royeca. The three of them now deceased.
There was a strange incident in 1996 when President Ramos invited the five of us for dinner in the small dining room in Malacanang. It started with small talk, until President Ramos suddenly made a very surprising remark that honestly stunned me. He called on my four directors and told them: “Ang hindi sumunod kay Manoling, I will fire.”
There was total silence. I did not know what the President meant by what he said, until he opened up to me when we were alone. They want your position.” I said nothing and did not add anything to what he said. Two days later, one of the President’s closest assistants by the name of Ben --- expounded on it and told me na may mga kasama daw ako na nagpupunta kay Presidente para ma-appoint na Chairman at yong isa General Manager – the two positions I held.
I did not want to be concurrent General Manager for it was against the law and the President knew it. But when the General Manager was fired on the fifth month, President Ramos made me to take over the functions on an OIC capacity only. And it remained that way for the rest of my term. The President left it at that and did not choose another GM, maybe to simplify the handling of the cases against the lotto raging in the Supreme Court which the GM takes charge together with the lawyers, knowing my previous experience in handling the media as MTRCB Chairman.
In February of 1998, I filed my certificate of candidacy for President, only as a matter of principle. Not to win, but to be able to speak out against a candidate and not be sued for libel and slander. It was simply to gain immunity from suit. That’s all.
I know that Margie hates me for fully supporting Gilbert Teodoro in the last elections; and for all I said against now President Noynoy. On my part, it was a matter of choice. Not only were the parents of Gilbert friends from our younger days, but to my mind, he was not a politician and had the least baggage of cronies and capable among all the candidates.
I only had the country’s best interests in mind and nothing else. The Coryistas were really angry with me. It was their way of showing their “loyalty” to now President Noynoy; and it supposedly gave them prestige to also be identified with President Cory, a prestige they never had before.
I continue to believe that those nasty bunch of Coryistas did not earn votes for President Noynoy. On the contrary they took away votes from him. The people who voted for President Noynoy voted for him because of his parents, not because of those Yellow Brigades who had more enemies in this country than friends. It was because of their kind that I precisely did not support candidate Noynoy for I did not want to be seen with those hypocrites. Again, it was a matter of principle. I really do not want to be associated with them. I choose my friends, keeping my distance from those I do not like. I can live without them.
One Thursday afternoon, I believe it was July 8th, I dropped by the PCSO to pay the new Chairman a courtesy call. She was not in her office I was told, but I left word to the secretary to tell Chairman Margie that I came to visit her. She never acknowledged it and I left it at that. That’s the last time I stepped in that building; and I never will again –for the next six years, if they last that long. Only time will tell.
Frankly, EO No.1 bothered me for we were forced to leave the PCSO right away. I had wanted to finish packing my things and to follow-up the urgent requests of some 15 emergency cases that we had approved in our last Board meeting the day before, on June 29.
SOME OF THEM DIED, because despite the board resolutions approving their surgeries, urgent treatment and hospitalization, when I called to follow up, I was told: “All those Board resolutions passed by the previous Board are still being reviewed by the new Board.” Well, I got calls all the way from Davao and many other places, THAT THE PATIENTS HAD DIED. I really feel bad for the patients whom PCSO could have saved; and for the families left behind. But God, in all His wisdom knows that I tried and did my best. For days I could not sleep reading all the text messages asking for my help. I wanted to help but felt helpless and frustrated because I could not.
It is really unfortunate that Margie could be so vengeful and full of hatred. I know her well. She holds and keeps grudges.
The late PCSO Chairman Mita Pardo de Tavera, who had Margie as one of her PCSO Directors sued Margie in court, along with several others. Margie never forgave her for it and hated Mita even in death. Just to hear her name makes Margie freak out. I observed it all for many years. I have never seen another case like it, kasi pag patay na ang isang tao, you must forgive out of Christian charity. But Margie being what she is, wanted even Mita’s good PCSO projects stopped.
